If you are going to be servicing the TV's, what brands do you have access to for parts and service manuals etc?
That should be a big influence in your decision.
Cost of small screens generally makes them cheaper to replace than to repair, so I'd be looking at what warranty is offered.
A lot of the smaller Samsung TV's I've seen have no better PQ compared to the cheapies IMHO.
Budget has to be considered. Is your client willing to pay for bigger 'brand name' sets which have no visible advantages over cheapies?
Small screens can vary greatly with native resolution, so your client's requirements in that regard need to be considered too.
The same with what video media formats are required.
You are more likely to get a better deal from somewhere like Kogan, compared to say Samsung, unless you are purchasing thousands.
Your client needs to be aware that all TV manufacturers will eventually stop making TV's with analogue tuners, due to analogue transmissions being progressively switched off around the world, so they may need to reassess their analogue requirements.
I've seen a lot of screens in my travels and as far as PQ goes, TCL screens seem to be good value for the $.
