Default Audio/Video sync on digital TV

Can anyone fill me in on the cause of poor audio sync. Seems most pronounced on studio originated programs (News , Current Affairs etc) whereas movies & such are not to bad.

Is the audio coming through the TV or via a surround sound stereo? There are audio delay options in many TV and surround receivers. As to the cause? When using my sat/terrestrial receiver with my surround amp I use the optical connection and need to set a delay on the receiver for the sound to be in sync. I've put this down to light traveling faster with the use of the optical output.

It's a HiSense & I've reset & re-scaned the channels. I can't believe it would be the set itself & there certainly wouldn't be any propogation delay so I'm thinking it must originate at the studio. I'll take a note as to weather its channel related.
