But now there are some Newer HP lappys around that if they don't have the right charger they won't let you do a factory restore

As long as the PS has the current capacity that matches or exceeds the original PS...... no problem.
PS... make sure the polarity of the connector matches too.
Most are centre + but best to double-check.

The power supply you intend using should be of similar current capacity (amps/miliamps) and voltage as the original.
The polarity of the connector should match that of the computer, as MTV has already stated.
A 19 volt power supply should be O.K., although I do not know what you mean by a "power brick" (in your first post).
