Apparently this project is being financed by crowdfunding.
Interesting where this financing concept might lead in the future for research, while all our Governments are too busy funding their own incompetence.
Update: A deletion of features that work well and ain't broke but are deemed outdated in order to add things that are up to date and broken.
Compatibility: A word soon to be deleted from our dictionaries as it is outdated.

A lot of it has just been people volunteering some time or expertise nomeat.
At the moment they're trying to get the hydrazine motors working.
It doesn't cost them a lot to get access to a deep space antenna and rather than spend money on rebuilding old equipment which has been scrapped people have written software for SDR to do the same job.
They just plug it into the earth station's IF patch panel, point the antenna and send and receive data.
