Most people wouldn't put one in every room , but that is entirely up to you.
You just need to have a panel big enough to put them all on different zones. This makes it a lot easier for trouble shooting if/when there is a false alarm.
How many is too much PIR's? I'm intending to fit them in every room of the house as I have chosen not to use Shock Sensors or Reed Switches on the Bedroom Windows or sliding doors...
Will 13 PIR's be too many or cause too many triggers?

you are not going to stop people breaking in putting a pir in every room. I would say put one in a hall way that connects 3 bedrooms for example. You can put in as many as you like and if positioned correctly won't false trigger. Idealy it's best to have each one on it's own input so if there is an issue you can see which zone is causing the problem.

Yep, I believe my panel can handle a seperate zone for each. Well ideally it has 8 zones, but 16 if I use the resisters? However when I was browsing on the actually panel menus on the keypad(Bosch 16+) I could only see 8 zones... Is this correct? until you connect all your PIR's with its two different kind of resisters then it would show up as 16 zones? 3.3k and 6.3k resisters.
It will show the extra zones after you have enabled zone doubling in Menu 3-4-0 and select 15 then exit program mode. When you go back into program zones 9 - 16 will be there.
