1. Restart in "Safe Mode with Command Prompt"
2. type: type cd\ (assuming it's in your root)
3. type: del index.dat /s
4. type: shutdown -r
Windows will restart and write a new index.dat file.

If you just want to edit the file you can use any standard text editor (Notepad or similar)
In hindsight I should have posted my Facebook status as: "I've blown the head gasket on my 1997 XR3i" rather than "I've just buggered a 14 year old escort".
