    Default Black out reboot?

A couple of weeks ago I posted a request for advise on a message I was getting on Log In that a program called 'Group Policy Client Server' had failed.
This message seemed to appear about the same time as I changed routers and my ISP from Mobile Wireless Broadband and there seemed to be other 'things' not the same.
I have been waiting for a friend to find time to have a look at getting this sorted for me but after a power outage on Sunday, it seems to have been reinstalled???
Not only that but I just printed out a receipt for an online payment and the whole printer panel was displayed, showing me it was printing and what the ink levels were.
This was one of the 'Things' that changed when I connected the new router.
It showed the printer panel but said the Printer wasnt responding even though you could hear it 'setting up' to print what I had asked it too plus there were no Ink Levels shown.

I was online when the power went out on Sunday afternoon and it was out for about 3 hours and it wasnt until later that evening when I decided to check that the Computer was ok and I noticed the 'Padlock' icon in the Taskbar had disappeared and I now have the Windows Logo working (click LEFT Mouse Button) and the panel now opens showing all the options there !!!

Fingers crossed what ever happened stays Happened............
I stand unequivicably behind everything I say , I just dont ever remember saying it !!

Delete, Cancel and otherwise ignore as the problem is STILL there and showed it failed to connect to the 'Group Policy Client' this morning !!!

But I dont show the padlock icon in the task bar as I did before..........

Looks like I will have to prevail on my Computer literate friend to do the registry entry, DAMMMMMIT^!!

I've made the assumption your on Windows 10
    Maybe this will help

In hindsight I should have posted my Facebook status as: "I've blown the head gasket on my 1997 XR3i" rather than "I've just buggered a 14 year old escort".
The police still haven't seen the funny side, my lap top's been confiscated and the wife has gone off to her mum's.

From everything I have read, it appears doing the Registry entry is the means needed to fix it and although I have printed out the instructions, this is an area of the Computer I dont intend to play with.

What annoys me with this is that it seems to have been caused by a M/S update so why hasnt M/S issued a fix for it?
