    Default PC Specs on Notebook

How do I determine specs like the level of HDMI and Mini Display port on a particular Win10 machine?

I can't seem to find any info like that in the Control Panel....

    Cheers

    I use CPU-Z () for most information
However when it comes to the level of HDMI and Mini Display port on Win 10, I'm not really understanding what it is you are asking.
Are you perhaps referencing Windows 10's individual display scaling settings to perfect your multi-monitor setup??
Or do you just require a diagnostics tool to tell you what your ports are outputting at??
I guess you might get some information from the DIRECTX DIAGNOSTIC TOOL.
This is a tool you already have as part of Windows 10.
To access it, first open the Run tool by pressing Win + R.
There will be a small “Open” field for you to enter a command. Enter “dxdiag” and the window shown in the snapshot below should appear.

There are different HDMI Versions from 1.0 through to 2.1.

Mini Display port goes from 1.1a to 1.2 with the latter supporting 4K.

Correct there are many version of both variants,
but are these not determined in part by the device receiving the signal.

IE: my Nvidia GForce GTX 960 is capable of outputting at 2.1 but is backwards compatible

    Display Support:
    5120x3200Maximum Digital Resolution*
    2048x1536Maximum VGA Resolution
Dual Link DVI-I, HDMI 2.0, 3x DisplayPort 1.2 Standard Display Connectors
    Multi Monitor 4 displays
    HDCP Yes
    Internal Audio Input for HDMI

My monitors are also capable of displaying the optimum output.
However my TV is a rather low end model by TCL with no 4K support.
Yet if I send a 4K Video from my PC to both my Monitors get it in 4K whilst the TV only gets it in 1080P

I'm not being obtuse but it was always my understanding that the final display was as requested by the receiving device
In all honesty video output is not my forte so if i'm looking at it incorrectly please let me know.

    Cheers

    Another Win 10 diagnostic you could run is;

Launch an Administrative Command Prompt window by right-clicking on the Start button.
Then, choose Command Prompt (Admin) from the Quick Link menu.
Once the Command Prompt is accessible, enter the following command and press [Enter]:

    perfmon /report

This will bring up the Resource And Performance Monitor window.

Once you initiate the report, you'll see Resource And Performance Monitor window.

The Report Status section indicates that System Diagnostics will be collecting data for 60 seconds.
At this point, you can initiate the procedure or task that is causing the problem.
If you're successful in re-creating the problem condition while System Diagnostics is collecting data, information pertaining to the
problem will be added to the report.

As a test, I connected a mouse I've been having trouble with, while System Diagnostics was collecting data.
After 60 seconds, the Report Status section indicated that System Diagnostics was generating the report
