I got the same a couple months back, completed the details and all was good
After purchasing something online with PayPal the other day I got an email that looked genuine, as it addressed me by my name, however I was highly suspicious as I've seen a few Phishing scam emails in the past.
I was almost going to ignore it thinking it was a Phishing scam. However when I logged into my PayPal account to report the scam there was a message stating the exact same thing & asked me to resolve the issue, so it was genuine.
The only live links in the emails were just the security ones below which are obviously genuine.
All they wanted was my DOB & Address to confirm my account as genuine. They already had my address correct anyway, so all they got was my DOB?
See below emails.
Anyone else had this recently?

I got one last week, saying to update my credit card ending in the last four digits "8888" (edited).
I haven't got a credit card ending in those numbers.
I ignored it and payed with Paypal since and no problem.
yeah there are so many scam emails out there it's hard to know when you get a legit one.
Safest way of course is don't click on any links in the email.
To be sure, just login to your Paypal account & if it was legit, the same message will be on the right side of your account page.
Cheers, Tiny

If in doubt, always log into accounts manually.... never by a link provided in an email and/or contact them by phone from a contact number from their website that you logged into manually.
