It's not "normal", it's called "prime focus".
Offset will not effect the azimuth/bearing value (horizontal direction), but the elevation value (vertical direction) will be affected, because as the picture illustrates, the offset dish, unlike the prime focus, does not point directly at the satellite, it points at it in an offset angle. The offset dish will always point at a lower angle than true elevation, and the number of degrees will depend on the dish design (per manufacturer and model). However, there is usually an elevation scale printed on the elevation adjustment bracket, and those factor in the offset angle, so you can go ahead and set that to the true elevation value.
