    At a guess looking at the pic, plug in an item with HDMI out such as a satellite tv box and connect the other end to your network (cant say how as cant see anything on the other side of the box). I dont think it would be too hard to use, but you would need a decent upload speed to stream.

    I don't know if I have this one (they all look like the same black box) but you plug you HDMI device into the box and connect it up to your network. Then it has a web interface where you can adjust the settings.

    Mine has the option for different types of streams - so you can have ts, flv, hls and a couple of others.

    You can also have three substreams of a varying quality. So you can have a lower quality for your mobile.

    It gives you links for all the streams. If you want to access it outside your local network you'd set up port forwarding in your router.

    Then at the other end you'd have your box (Kodi, Android etc) which can view the stream from the link.
