What about that screw just below the spring, that would be my first place to look.
I'm out of my mind, but feel free to leave a message...

That one has another internal screw that can be adjusted. No oil visible

The allen key hole would be my guess.
The fact that there's a highway to hell and a stairway to heaven says a lot about the anticipated traffic flow.

Jack it up as far as it will go then add about 20 mls of oil in the allen keyed plug. Let it down all the way then jack it all the way up, if it doesn't go all the way up add some more oil.
Make sure you put the plug back in before letting it down or it could spit oil everywhere and only add oil when it's jacked up.
There may also be a plug in the middle on top of the hydraulic ram that you can see when it's jacked up (could even be a rubber plug), some jacks can be filled up through here also.
Add oil slowly between testing as you don't want to overfill it. Sometimes you have to cycle the jack up and down several times to bleed out all the air.
If you don't have the right jack oil, use auto transmission fluid.
    Hope this helps.

I've opened the allen keyed screw with the ram up & down position, the oil level doesn't change. I even lifted the front of the Jack up & opened that screw up. Not a good idea, oil leaked out. As for the ram, that's covered. Pic 2.😡

My personal opinion, if its not operating like it used to then its worn out, for the sake of safety buy a new one, prices on new jacks are very reasonable now

Push the lever down and see if there's a domed rubber plug on top of the ram. It might be hard to see as it could be painted the same colour as the jack, if you're not sure take a pic.
If not try tipping the jack up,so the allen plug is at the top (back wheels in the air) and try filling it then.
It makes no sense that it's full when the jack is all the way up, as they stop pumping when they run out of oil.
Try taking the plug out and slowly pump it up and watch what the oil level does. If it's full all the time you must have a leaking seal or valve.
Sometimes you might think it's full of oil but it could have trapped air in the hydraulics.
You can usually buy repair kits for these cheap jacks.
