    anyone know what it is and who it effects?

    WTF!!?? $7.10 minimum a month extra on already grossly overpriced comms! That's at least $85.20 per year. I find the word "minimum" rather ominous, and like all taxes it'll just keep going up year after year.

    The faster the speeds you want the more they want you to pay eg if your on the 12/1 plan you pay 7.10 extra then it goes up. So if you ask for the highest 100/40 you pay the top rate even though you might only get say 55/20 or whatever. So now they want us to pay tax on top of the tax we already pay.
