Depends upon what you are expecting. If you want all the stuff that photoshop can do, then you want photoshop. If you only, like most of us, want to use a small section of its power, then, even the freebies like IrfanView, might work. Most of my needs are handled by IrfanView, MsPaint, and the software that came with my Camera.

But it's not "cheap", it's FREE! I think it even says in the splash screen that if you paid for the software you should get your money back immediately?
There's no way I can justify paying the money that Photoshop wants as I may only use Paint.Net once a week (if that), but I've never found anything I can't do with it.
And being free means it has a wide fan-base so there's plenty of developers releasing add-ons for it too, just the other day I downloaded an add-on that creates grids or checkerboards... would've taken me ages to draw the grids I needed manually.

Free, open source, multi-platform etc. etc..
Powerful software, works well.
