I am not familiar with Snapseed, but have been using Adobe Photoshop for many years to crop, resize, posterize, adjust and modify images.

It's the best application for this type of work.

Photoshop has a hefty price tag but, is, arguably the best all in one. For cropping and re-sizing, windoze paint can do that, but for anything more, maybe irfanView which is free, there are any number of photo editing apps out there that will do what you need, Google is your friend.
I'm out of my mind, but feel free to leave a message...

Any cheaper options? Paint.net doesn't have a good hdr addon

Don't know if this will help, for old photo restoration (using Hi-Res Scans) I use a program called Retouch Pilot, works great, however I can't recall it having much in the way of HDR ability.

Gimp is another free programme that has some pretty good capabilities. Not sure if it will do what you want, but might be worth a look.
