I had the same problem some time ago.
This is what fixed it for me.
Go into Privacy Settings and turn off anything you don't want using the camera, make sure Skype is turned on.
I have a couple of C930E Logitech cameras plugged into my Windows 10 unit but have never really used them apart from selecting CAMERA from the apps list and watching myself sitting at my desk.
Recently an associate wanted me to install Skype for Business, which I did.
Unfortunately my Skype set-up advises another program is using the camera and there for Skype cannot.
I'm stuffed if I can see what is using the cameras

In hindsight I should have posted my Facebook status as: "I've blown the head gasket on my 1997 XR3i" rather than "I've just buggered a 14 year old escort".

But does this imply Only one device can access the camera. IE: while I'm using Skype, nothing else can access??

As far as I'm aware the camera can only be used by one device at a time.
I have all those other apps turned off because I have no need to use the camera with them.
