TRT World SD noted on Optus D3 in the 12137 mux V s/r 27800. No space on this bird for MPEG 4 HD other than Foxtel !!?? There are now 16 FTA channels in the 156E slot.

Maybe Foxtel are the 'Prime users' of D3 and those others (16 FTA channels) are just there to keep the 'spare' transponders available when required.
Who knows what 'balancing' act Optus gets up with putting what where each day to ensure their customers receive the service their paying for.

It's not surprising that itinerant/semi-permanent use is made of unused transponder bandwidth.
Considering the massive cost of building and launching a communications satellite such as Optus D3 (approx. 200 million dollars plus), the satellite operators certainly will make an effort to achieve and maintain maximum usage.
The build and launch costs must be recouped as quickly as possible in order to make a profit as the satellite's operational life is only about fifteen years.
