Are you using coolant with anti-freeze so it doesn't freeze? You could also have a air block, I suggest removing connecting coolant hoses and flushing, also flush the heater core, also how old is your water pump?
Also the converter could be leaking LPG it too will make it freeze, do the flush first see how that goes, can you post a pic of the engine bay so we can see location of the converter

instances have occurred in Home installations of the regulator freezing up in low ambient temperatures and the way to fix that is to insulate the regulator.
What could be happening in your vehicle is the cold air from the fan is blowing over the convertor and causing it to ice up but you wouldnt think that's the cause this time of year.
What ever you do, do it in the open for ventilation and read up first to get an idea of how it all works.
I dont know if they include that 'Onion Gas' in vehicle LPG so just because you cant smell it, it isnt leaking.
To check any joints, dish washing detergent is a good for finding any leaks, just apply really small amounts over connections and if there are any Bubbles, turn everything off and find out how to seal them as even in minute amounts LPG can do some catastrophic damage as the liquid expands some 700 times into a Gas and with a low flashpoint, it WILL blow your house down !!!
I stand unequivicably behind everything I say , I just dont ever remember saying it !!
Make sure the mechanic did not remove the thermostat or that it is not jammed open.
If the system has the correct coolant flow through it, it will not freeze up. If it is freezing there is a restriction in the engine cooling/piping to the LPG converter. Corrosion in the converter can cause this as well as blockages in the piping. Get the engine cooling system and the converter checked.
chances are you water level is low in radiator ..the most common cause of freezing up have seen it so many times..todays drivers never seem to check there oil and water they let others do it......

I was thinking that too. I bet he's now too embarrassed to come back and let us know what the issue was.
