    Avoid those TOPCON Brand Caps at all costs.
    I used some to repair a few monitors and all have failed. The spares when checked were bulging before being used.
    Look at Altronics or WES.

    What AC voltage rating is on the rating label? If it's something 100-260V AC then there's a PFC (Power Factor Controller) that gives the supply a much wider operating input voltage range.
    Input is 100 to 240V from the Mains. the only other things marked on the TOP CON Cap are -40+ 105 Deg C

    Now can I still use one of the NEW working caps (400V 100uF) and jump them on top of the 3 X 450 V 82uF original caps one by one to test?

    right!!
    I have soldered the last two working caps on the mid and bottom of the TV 82uF caps and i measured the Voltage across the Bridge rectifier and the Voltage is the same (283V DC) Tried to start the TV and it failed as expected as the voltage across the Bri Rect should be around 340V but it not.

    I will wait until the caps discharge and will remove the bottom one and solder it to the top (top and middle next test)

    Done the same with the top and mid capacitors and the outcome the same. The TV is dead
