Going on reports, Melbourne does seem the place where for all the wrong reasons, 'Its ALL Happening'.
Sydney, despite its greater population and ratty appearance, has seemingly managed to escape these problems besetting Melbourne.
At the moment, no one knows if this latest incident is part of a plan, the actions of a 'Lone Wolf' or someone deranged or chemically intoxicated.
Its the last options that must worry the hell out of those trying to protect Public Safety because most have no prior indicators that they are a danger until they carry out what ever they do.

The driver was known to police and has a history of drug use, mental health issues and criminal history

Was he like this when he came to OZ and if so, how the hell did he get through whatever screening procedures there are?
If this (drug Use) has happened after, this may be grounds to revoke his Citizenship and deport him !!!
As for the 'Mental Issues', these need to be assessed and determined if 'Natural causes' or from Drug use.
If from Drug use, that again is more reason to revoke his Citizenship and deport him once he is weaned off any Drugs.
If from medical reasons, he needs to be assessed to see if he needs to be committed to where he can cause no further harm to anyone or imprisoned if found guilty of any crimes, THEN deported !!!
