I don't have a manual but, what is the fault ?
Not getting cold enough could be low gas.
The compressor humming and not starting would be the starter capacitor.
Check the fan in the outside unit comes on, again the motor start cap.
These are usually easy to see as they tend to turn themselves inside out.

    Thanks Reschs,

Its a mates aircon, just going to have a peek at it tomorrow, he tells me the compressor is not starting, i believe he has changed the caps and had it re-gassed recently, so ill probably just test the pressure switches that's about all i can do, unfortunately don't have gauges for domestic aircons.

Did it fail shortly after the regass ?
The guy may not have checked for leaks before regassing.

+1. Only needs more refrigerant if it has a leak.

So i went today to have a look, story is that it started failing weeks before they had somebody check the gas, guy came and said gas levels were fine.. So what happens is that when the unit is switched on the outdoor fan and compressor start then within 10sec the compressor stops but the fan continues to run. I check the power and control to the contractor they seem fine, caps are fine, the only thing i can think of is the soft start control pcb is fried..

So this is a unit with conventional contactor and start / run caps (R22)?
The main protection for this type of system would be HP & LP cutouts.
Another possibility is that the condenser fan may be causing the compressor to cutout due to it not being cycled off or throttled back.
The compressor needs to build up head pressure and a cool condenser will prevent that from occurring.
Maybe some photos? Surprised a circuit diagram was not attached to the unit; maybe it just faded away?

    Hey TVguy,

I wish there was a circuit diagram, took a while to trace things out, what i did work out was L1 from the head unit supplies 240v for the contactor control, L2 supplies 240v for the solenoid and L3 supplies 240v for the outdoor fan, L1 and L3 were hot but L2 solenoid has nothing, i think that must cycle on and off when ever the head unit tells it to, i did think it was the issue but i energized the solenoid manually and it did not start the compressor.

I couldn't see any HP/LP switches on the outdoor unit so can only assume they are in the indoor unit and if pressures are incorrect L1 L2 L3 get no power (assumption only)

The compressor start pcb looks exactly like this one

Power definitely enters this board but nothing comes out to the compressor.

If you can't see HP & LP safeties on the outdoor coil, then pipe temp sensing thermistors are doing the job.
I think you would be on the money condemning the soft starter, but you could always bypass it and try DOL. The lights may dim a bit, but at least you would be certain.
