In the event of such a warning being sent, by the time your notified what ever is coming is just about there and all I can suggest is to recite or sing a song made popular in the 50's by Prof Emeritus Tom Leherer which I think is called, 'Come as you are'.
The line I am thinking of with corrections to memory lapses is, 'When you see that ICBM, you say a "Tedium" (Prayer) and the party will be, Come as you are'.

First thing that came to my mind, once it was declared a False Alarm, is how seriously will they treat the next Emergency Text?

Those "Bug Out" Preppers would have been rubbing their hands together.... "Our day has come!!!"

One or 2 years ago they had a very bad storm warning for Hawaii and it was expected to do some major damage but it fizzled out to become just a regular storm and they were not happy over that.
But whats the alternative, excluding mishaps like this one, Warn to expert the worse and either it is as expected or blows out sooner, or say nothing and 'see what happens' ?
Yes, its a damned annoyance to shift out and seek shelter but the alternative is to be sitting or sleeping at Home and next thing your washed away by a Tsunami like the ones that hit Indonesia on Boxing Day or the one that hit Japan a couple of years ago??

Damned if they do Damned if they don't. Fortunately this was a false alarm, at least it may highlight problem areas that may need to be addressed.

The Yanks have been chasing Hurricanes now for many years using the latest technology to forecast their track but can still only give an approximation of path it will take.
The same applies with the Tornado's that traverse the country during the northern Summer, Where and why they occur is still not fully understood nor why some are catastrophically damaging while others barely blow the dust about.
