According to Lyngsat, 3569 is a feeds transponder.
You will not find any signal on that transponder if it is not transmitting program at the time. (eg: transmission of feeds is intermittent)
I suggest you select another transponder that covers your area. (You haven't mentioned your area) 3547 V is for HTV and 3590 V is for VTV.
In most cases, wind usually rotates a dish around on a mounting pole... rarely does it alter elevation/tilt, so (in theory) slowly rotating the dish on the pole whilst checking signals on an active transponder, should find it again.
If you've been fiddling with any other adjustments, you'll probably need to perform a full alignment.
It should also be considered that storm damage to the LNB, connectors and cabling can happen, but if the dish has just rotated on the pole a bit, it should be a simple fix.
