As so often happens, the culprit 'walks away' and the victims die !!!
Beyond fitting him with a devise that hits him with a very painful electric shock every time he sits in a car (whether he's a passenger or not), there arent many other options and jailing him will only take him off the roads for the duration of the sentence which hopefully will be long in this instance.

I might suggest chaining his leg to a rickshaw and he can provide free public transport and beg for food and water.
