What you are talking about is called RSS feeds. The website that you are interested in has to offer the service, but most of them do nowadays, have a look at....

If the site does not offer a service (as outlined above) then there is abit of work to find out if a site has changed.
A web site is a collection of html pages (either static or dynamic) and images (plus other web2.0 stuff).
So what makes a change ?
Is it just the index page?
- Simple have program d/l the page and compare it to the pre-stored page. If not the same, let you know. You could use the HTTP header fields and expire date, but what if that is always pre-exipred to the some date?
Is it a single image ?
- As above, but d/l the image.
Is it any page/image
- As above, but d/l the entire web site and compare.
If the web site has some way of telling you that it has change "lasted changed date at the bottom of the page", then you could could base it on that.
Of course to d/l the enire web site to check would mean a lot of traffic. eg: you d/l the entire web site every day ??????
I know i did not provided a solution, just tring to show how hard it could get.
That said, if you can define how you can check if the site is changed and what needed to be checked it will help with your search.
eg: check if a html page has changed.
Keep in mind, that sites like php and asp can change every day (or every download). The change may be as simple as the ad image changing...
