Doing the cabling is not illegal.

Go to an electrical wholesaler and buy the correct 'foxtel/austar' approved cable. Running the cable is not too difficult if you know how to run cable. It is not illegal.
You will of course need Austar to come and supply a second box. How else does you friend intend on watching Austar content?

not illegal at all to hook coax into more rooms. Will need a new lnb with multiple outlets though. If your mate thinks that hooking up more cabling will allow him to watch austar in the other rooms without paying extra for more stb's, he is sadly mistaken using the standard austar box.
