Your question is not very clear.
However, ill give you some tips.
1. Smartcards have limitations on how many ECMs they can handle. If you use Newcs, dynamic cache, 6 mhz a card would handle about 50 clients/ECM requests before experiencing a glitch (assuming the provider is changing the ecm every 9 seconds). It depends on the ECM timing in your country, and what card you use. In some cases you might be able to overclock, but you are still limited. (This is for hobbyists).
2. There is sw/hw not available on the internet capable of handling hundreds of thousands of clients with one card. (This is for commercial pirates, hard to find and not free, usually provided by a manufacturer when you purchase a large number of receivers).
