Speedcams only need to be activated once, after that you only overwrite with the new version, the activation code stays the same.

Thanks for the official camera update. Still no sign of the missing cameras I submitted two weeks ago via TomTom home. Not sure how long it takes for them to evaluate and add them to the update.

Should there be a meta code for these speedcams? If so where do I find it?
How does fast/Activate know it is a speedcam request and not a map?
You don't need the meta code if using FastActivate to activate the cameras.
The are activated the same way as you activate the map. It creates a .dct file for the safety cameras, just as it creates a .dct file for the map.

When updating a safety cam, will the update work over the old safety cam as long as the old safety cam is patched & working?

Those 2 AU files are the ones you need to copy into your NZ map. The NZ cameras are included in the AU camera files. Even though the files are called AU, they still incorporate NZ cameras. Well, that's what TomTom Support told me anyway.
Please test them out by running a route demo which includes several known camera locations and let us know

I used Easyactivator6.10 and got the following message
I have just loaded latest map 008.4021 and it seems OK. I copied the old speedcam .os2,ver and dct files, but tt does not seem to recognise them. What to do next?
Use FastActivate Premium and you won't see that error

I used FastActivate but the command window shut without and msg when I pressed the second button. But in checking further I found that the process had worked. The speedcams are now in the TT device and the dct has been updated.
