I would imagine that once jb you could use ultrasnow to unlock it. But I havent done it first hand so trial and error mate.

I have a I-phone 4 from the USA thats uses the American carrier AT&T.
Can this be unlocked to be able to use a Oz carrier??
Would jailbreaking the phone fix this problem??

No jb allows you to run unofficial programs i.e ultrasnow.
if it has 4.01 make sure you do not update to 4.0.2 from what i have read the 4.0.1 can be jailbroken and unlocked but not the 4.0.2.
i don't have a iphone 4 so have not been able to test.

the iphone is effectively 2 pieces of hardware in one - ipod and a phone
jailbreaking is where you remove the restriction from apple to only install apple approved software
unlocking is where you remove the restriction from the carrier that originally sold the phone
so - as davo said - if it is 4.0.1 or less, it can be jailbroken, you need to do this first to allow you to run 3rd party software to unlock it - ultrasn0w
personally I would jailbreak it first before doing anything, once jailbroken, check with cydia and see which .shsh they have collected from your iphone, then using tiny umbrella, download your shsh and go for 4.0.1.
If it already has 4.0.1 - DO NOT UPDATE - get the phone going on wireless at home (if you have it - or someones home that has) go to on Safari - slide to jailbreak, check the sources and you will find Ultrasn0w666 repo (repository) has been installed and run ultrasn0w
there you go - unlocked
be aware - if you decide to restore your phone down the track - it will want the sim from at&t
