dm7020 wont boot

i need your help because my dm7020 wont boot,

i just have this in the lcd



I've checked the voltages from the power supply and most seem good except for a few that are a little less.

i think it's a problem with the bootloader but i'm not sure

itry to use dreamup and it's not work and i try to use a serial cable with the hyperterminal but i have nothing (no bios)

Might be worth getting another PSU or try replacing all the caps on the PSU
