the high voltage fuse is open circuit, its not often i see shorted magnetrons in these, usually caused by some dill putting metal in the oven or runing it without anything in it. you can measure the magnetron if its shorted by metering it from the heater pins to the metal case.
important note *** dont replace the inside fuse bit of a plastic cased high voltage fuse with a normal 1 amp 3AG***
and the reason is if the dodgy fuse blows and because its full of air instead of neutral gas it can sit there arcing over and catch fire etc whilst the proper fuse blows and thats that...
ok usual disclaimers on this, dont muck about in a microwave oven, you will die if you dont know what you're doing and go measuring things with the power on.

In 1992 I took a break from fixing TVs and started a mobile microwave oven servicing company. I was flat out 6 days a week - people preferring to have me do a house call than try to get their behemoth oven out of the kitchen, into the car and into my workshop.
During that time (3 years) I saw all manner of "repairs" that people had made to their ovens in the name of "DIY".
This included fitting a nail between the fuse clips "because the fuse keeps blowing and then I can't heat my dinner" and using standard 3AG fuses which usually shower glass all over the place when they explode.
The worst thing I came across was an oven that was being operated without a door - yes, I kid you not. The door had been removed "because it was a pain in the a**" and the owner had bypassed all the interlocks.
I told the guy I had to take it to my workshop to repair it, and when I got it there, I cut the cord off and threw it in the skip.
Customer never called me about it and I don't know what ever happened to him.
I too am still alive after servicing hundreds of ovens - and not once did I ever get a boot off the HV section of an oven!
