This port is usually open on most networks unless it's been specifically closed.
Are you using Webmail?
If, then note that Webmail requires that port 9998 to be open.
Does anyone know what port 9998 open, or why it is open on my network? I currently use bigpond ADSL2+.
My modem is a 2WIRE with an ASUS RT-N12 using DMZPlus (read below).

p.s. for people who don't know what DMZplus is, the 2WIRE interface explains it well:
Set the selected computer in DMZplus mode. All inbound traffic, except traffic which has been specifically assigned to another computer using the “Allow individual applications” feature, will automatically be directed to this computer. The DMZplus-enabled computer is less secure because all unassigned firewall ports are opened for that computer.

If your DMZ PC has 9998 open for some reason you don't know about, rule of thumb is close it.

But doesn't DMZ plus forward all traffic not explicitly defined to a specific host/subnet?
So you would not see 9998 defined on the router/firewall, but it will be open on the PC that DMZ plus is pointing to
