I just use Nero - same app as I use for CDs and DVDs. I guess it depends on what you are writing to the BluRay disc.

You might need Slysoft AnyDVD HD as well .
Dvd fab & Nero are the main 2 I use.
When you say burn, do you mean copy, or edit HD Video from a camera or file & produce to Blue-ray?
For the first any of the above will do the job, for the later, I use Cyberlink Power producer 11 Ultimate.
You can get an OEM version that comes with Blue-ray drives, called Cyberlink Power DVD suite for an additional $10 on the cost of the drive; it's great' however not as versatile as the upgrade to the real deal. Depends on your level of enthusiasm for the hobby. Having said that I bought my download version of Ultimate for $75 on special. Not that expensive you just have to monitor the site for specials.
I've also used Adobe Premier Elements which is good, however I find the Cyberlingk UI better. Just personal choice.
There is older versions of this that you can download legally free.

Nero all the way. Been using it a while for cd's , then DVD's and now bluray. It just does every5thing I need.
I use DVDFab 9 works perfectly, you will also need AnyDVD to knock out encryption

Unless the op has used the wrong word.. You don't need any of that fancy stuff.. Windows 7 will burn direct to bluray out of the box.
Now if your talking about copy bluray commercial stuff the yes DVD fab all the way.. Unbeatable

I'm more interested in authoring blurays from scratch using various media files....with menus and such...

Can thoroughly recommend Cyberlink Power producer 11 Ultimate (edition 12 is now the current), you will need a fairly fast multi-core processor & heaps of RAM for HD editing to be smooth & trouble free though, that applies to any program you get.

Power DVD as tiny mentioned, or you can use Nero 13 platinum, my personal preference is Nero, but I'm no movie maker buff, made a few blurays of or 4wd trips.
I pve been told Sony vagas is also excellent.
