Unfortunately not. The system has obviously been configured for monitoring at some point in its life along with having telephone line monitoring activated hence the alarm activations. It will require a technician to attend who either has the installer code, a DL programmer (provided local programming lockout isn't enabled), or a replacement EPROM.
The DL250s were a fantastic panel in their day but a little past their used by date given they stopped making them in 97. It may be time to consider upgrading baring in mind that you may not find someone with the knowledge or equipment in your local area that can assist.
