Does it identify or suggest codecs that might be missing?
The freeware InstalledCodec shows all your installed audio and video codecs.
Codecs can be a tricky construction site, especially if the appropriate on your system are not installed. If a video is of no sound or remains completely black, then the right multimedia codec is missing.
InstalledCodec displays all installed codecs and DirectShow filters on the system. You can disable the listed entries from the context menu.
Conclusion: Just who installed all codec packs, quickly loses track of existing codecs. The tool makes the search much easier existing and missing codecs. With the codec tweak tool you can remove quickly and easily, unnecessary codecs also.
Note: A 32, as well a 64 bit version, is available.

Does it identify or suggest codecs that might be missing?
Of course NOT: the freeware "InstalledCodec" shows all your installed audio and video codecs, as said above.
But, to get out which codec is missing you, as here demonstrated on WMP
1.
Make sure the computer has a stable connection to the Internet.
2.
To replicate the missing codec error message, double-click on the audio or video file to open in WMP. Wait for the pop-up box to open.
3.
Click on the "Web Help" button in the box and wait for WMP to connect to Internet servers to find information about the missing codec.
4.
Look for a "Help" topic in the box after clicking the button, and it will show a link to the "WMPlugins.com" website.
5.
Navigate to the WMPlugins.com website via the links. Find the missing codec on the webpage, and follow the instructions to download and install it.
"InstalledCodec" can help you to save RAM, if little RAM is a concern ...
