BTW: The oddity you reported never arose on my Windows 8.1.1 laptop. Also wasn't the case with Windows 8.0/8.1.
Mate, I don't use the charm bar for shutdown, as I had the power button on the PC set to shutdown from day 1 of building this PC. I just checked it to see if the same result occurred & it did.

This oddity/bug has started in the last 3 weeks.

That's why I think it's odd that even though under settings for power button, it is selected to shut down yet sometimes it shuts down then 15 seconds later it goes beep like I pressed the button & starts up again. It is very odd.

Fingers crossed though; it hasn't done it for 2 days.

I may have to check for a short in my PC's power button or cabling to the MoBo if it continues.
    Cheers, Tiny

Would it be possible for you to expound on this?

    thanks chris

Might be I misunderstood you. If so, please apologize. Anyways, this might perhaps be worthwhile to read:

Don't believe your problem is a general problem introduced with 8.1 Update 1. Seems to be computer specific.

Thanks for that link, sounds similar & although I don't run Start8, the symptoms are the same as mine.
At least I'm not alone & it started in the same time frame as mine.
Will do a deep scan with malwarebytes to see if there is a monster lurking.
    Cheers, Tiny

Well I have found nothing, changed nothing & the Auto reboot problem has disappeared as mysteriously as it appeared.
