I recon that's looking the other way back into Fitzroy, note Dandenong Mountain on the right in the background.
Edit; looking at the pic again it is looking back into Fitzroy/Collingwood, dad use to take us for Christmas mass there when we were kids and i know the entrance pictured looks back away from the city as you walk in, when walking out the church your facing the city.

When I said city, I meant City of Melbourne in general, not the CBD as such.

Unfortunately I cant embed it, Melbourne 1910 video from a tram. This is basically pre motor car.
It is surprising what people are wearing in all of these photos. Even the fishermen are dressed from top to toe. Makes me wonder how many suffered from skin cancer back then.

I can remember post WW2 of seeing the 'Dero's' (Derelicts) wandering around Sydney and nearly all wore a Hat, suit coat, vest and pants with a simple pin stripe pattern which is why when I see one today, no matter who is wearing it, it reminds of these men.
Also it wasnt uncommon to see white or blue collarless shirts as well.
I now know many of those who were labeled 'Dero's were indeed Returned Service Men whose War experiences (Post Traumatic Stress?) had derailed their lives.
The fellow who delivered the ice or had a Horse and cart selling Rabbits, cloths props, wood and coal, bought rags and empty bottles yelling 'Bottle-Oh' when doing his rounds would wear a Hat and suit coat unless the weather decreed other wise, then it was an old Army Great Coat.
I stand unequivicably behind everything I say , I just dont ever remember saying it !!
