You won't be able to use webxtv over the internet, unless your upload speed is very large. You will need to restream.. I have written a little guide here..
just fiddle with the bitrates to get best picture for your internet speed.
I have excellent upload so I will be able to use webxtv over the net. Do you know where a tutorial for that is ?

check out restream or uses vlc to transcode on PC and stream lesser stream

but upstream bandwidth from his place to his ISP might be a theoretical 3mb
but to guarantee he gets that 3mb all the way up and then down to where he wants to watch it ....two chances .. slim and buckleys

Its is impossible to get a residential upload speed higher than 1Mbps. The only way to do it is to transcode from MPEG2 TS to either H.264 (750K is ok PAL D1 Res) or WMV which is a lot cheaper.
Just buy a used VIEWCAST OSPREY card and use WINDOWS MEDIA ENCODER 9. This is what i am doing atm, and it works awsome on my Windows Mobile Phone. To change the channel, just open http port to your dreambox and change the channel from the boxes webpage. (Its take about 3-4 secs for the picture to come up after zapping).

Thanks all. Yeah you guys were right didn't work needs to be restreamed with vlc didn't know it took that much bandwidth all I got was a blank screen.
1. H.264 OPTION: Card captures and transcodes. Software brodcasts content to http port. (I m using a Mainconcept SunRyze SD encoder card capturing a Digital Signal from pro IRD. Expensive solution but very stable and outstanding picture quality/performance even at 750K)
2. WMV OPTION: Card captures video only. Software transcodes and brodcasts to http port. (Software used: Windows Media Encoder 9. OS: Vista Business. CPU: QUAD 2.66. Codec: WMV9 AP. Very stable with encoding resolution 640*480. I like this option aswell because you can push directly to a Windows Media Server and rebroadcast to several clients if the server is in Co-Lo. Cheap Solution for a mini-iptv setup, or web streaming. Also i prefer to go with this option not only because its a lot cheaper, its supported on every pc/windows mobile devices, whereas with h.264 solution, the client needs to download another player.
I have 1 server in Co-Lo currently achieving around ~60Mbps Upload. I am uploading a 752K stream using a TPG ADSL2 connection (TPG Offers Unlimited Upload). The server (using Windows Media Services 2003) can then restream to up to 80 Simultaneous viewers. Ofcourse i am not limited to this bandwidth as i have the option to upgrade. 1 Gbps = ~ 1200 Clients. ().
Ofcourse we are talking Unicast here. I have contacted several Australian ISPs and none of them would enable Multicast on their exchanges preventing us from setting up IPTV. TPG use Multicast technology, meaning a 1Mb stream can be watched by an unlimited number of viewers while only consuming 1 Mb bandwidth.
