Provided you have the installer code it's a simple process.

9# (Selects Event Report Summary Feature. You'll likely see zone LEDs 1,2,3,4,6,8 on)
3* (Disables Open/Close Reports)
# (Exits Feature)

NOTE: Given the tech has no understanding of the system at all, it's likely there's a lot more that's going to be required to ensure it's reporting correctly. IE: Test reports programmed, tampers programmed etc etc. In honesty, I'd be contacting RAA and telling them to get a competent tech back out to site to do the job properly. From start to finish, a full default, reprogam and commissioning should take no longer than 10 minutes on your system from someone who knows what they're doing provided the system is functioning correctly.
