Default PSP 1002 - X Button not working

Hello all, one of my boys psp's has a 'x button' that doesn't respond. I've taken it apart and cleaned the contacts but still no go.
Do the pads on the board wear out over time or could it be something else?

mae does the button work when you have the psp on charge ? or just not at all ?

No it doesn't work when the charger is plugged in.

I think it is the black pads on the board though. I managed to swap out the board with a known working one and that works fine in it.
I then measured the resistance from the pads to contact points on the board on both the working and non working boards. There was a huge difference between them.
