What is it? At first I assumed it was an alternative to M33 firmware, but from some Googling, it would seem it requires M33 firmware already on there in order to be installed? If that's the case how does it get installed on the PSP 3000 since I thought M33 firmware isn't avaliable for it yet.

It a custom firmware and method of installing that firmware that works on the PSP 3000 and PSP 2000 TA88v3, which were previously unable to be hacked.

I did some googling on it, and the big difference seems to be that M33 firmware replaces the original firmware and it's permanent until you overrite it at least, but this HEN thing isn't permanently written, doesn't replace the main system files or something, if you do a big reset it will be gone. I'm not sure what exactly constitutes a reset that will get rid of it, for example I often leave my PSP for long periods of time untouched (as I only use it when I'm traveling/away), so when I pick it up the battery is absolutely dead and I have to leave it on charge for a few minutes before I can even turn it on, and then all the time and date settings etc need to be reentered - so would this remove the HEN firmware each time?
If not I might have to upgrade to a PSP 3000...

If you turn it off you will need to run the app again(R2) to re-load it....better than nothing especially for a psp3000
