I have read a few places about 13mb an hour for 729, which aint much even on dialup.

56k modem, msn messenger with audio and video, probably the earliest form of VoIP for me.

Dont know if its to late to offer some info.
I hadnt used VOIP until hooked up with TPG and it was a part of the pakage that I received.
I know there are other options but in my case the deal involved a VOIP enabled modem which involved plugging phone line from Modem to phone and another to wall socket.
dail 02 before any NSW # local or distance and way you go.
Anoys me that I have to have a telstra phone active however to get my internet.
I basically pay line rental for a phone service I dont use for calls.

Look for a Naked DSL plan.
Then you don't have to pay telstra.

Try this link for MyNetPhone

Anyway they charge $5 per month and 10 cent local calls. You can even purchase your router / ATA from them for very low prices and they'll give you in some cases your purchase price in credits to use.

It's really a win win situation and I'm sure you'll never look back.
