Xbox live arcade over network without xbl?

I haven't been on xbl so I dont know much about it. I was wondering if you can play the downloaded games over a network without a internet connection.

The reason I ask is because ive found out one of the best multiplayer games is being remade for the 360, DEATH TANK!.
Snowblind Studios - Death Tank

It states you can have 4 players which is the limit for any one 360 console or up to 8 players on live. So can you network the two 360's if they both have the game and play 8 players without live?
