Tv Is Connected via Inverter so my 280AGM battery will run it tonight till bed time... Should take a chunk of charge out of it.
Will check the Amps in Morning on the panel before I head out to Work...

Result s above. but the 16 V seemed to be just for a few seconds when I plugged my meter on then it dropped back to 14 Again

16v at the battery, hmm hope it wasn't doing it for long before you had the multimeter on it.
Was for the best part of 2 seconds when I plugged the meter on then went straight to 14. I think it was more the meter Sorting itself out for a Second.
Had the Camera ready when I plugged it on to get the shot...
Oh ok, seems like it will do a decent job of charging a battery at that rate. So the 6.8amps is coming from the panel before the regulator?
I have a question here.
If you had an 100Ah AGM Battery (as many 4WD Deep Cycles are)
You need 14.5volts to be delivered to fully charge a battery of that type, then it floats at 13.2 and 12.8
(well my AGM charger does anyway)
I know for a fact, i can not fully charge that AGM Battery with my vehicles alternator, that i need a proper DC-DC charger.
My vehicle Alternator might get it to 85 or 90% state of charge.
So, do these Solar Controllers have charge circuits for the different types of Battery?
(AGM / Calcium / Gel / Wet Lead Acid) Im not even going to mention Lithium at this point.

Some do some don't, depends on what you spend. The Projecta folding solar kits come with a 4 stage charging regulator(180w comes with 5 stage) and you can select battery type on them but some of the cheaper controllers I don't think you can so they will charge at what ever they have been set at.

Ok... i forgot, the Plasmatronics PL20 i had kicking around, has 4 preset programs and a User Programmable mode, to make your own charge parameters.
It can handle 320Watts of panels at 12volts.

This is what I thought would happen, as per post .
A better way to do this is to have everything connected up; then apply a load equivalent or higher than the source, so the voltage cannot rise into the regulator presets; get yourself setup & plug a ~600w drill into your inverter, pull the trigger & take the readings. .

So the boss gave me some extra cash so I ended up getting the 120w Projecta set up
there is also a Super Cheap 150w foldable mono setup for $374, which seems like a good price but not much info or reviews available
