Yesterday my PC was becoming sluggish as {I thought} the C drive was getting low on space.
I moved ~200 GBs to an external drive and that's when the trouble started.
All of the files moved were donloaded books and movies from one directory.
I have lost most of my taskbar icons as well as the clock.
The windows icon and key do not work so I can't get to email or any diagnostic tools.
I am getting file system errors on previously good files.
Also just noticed curved brackets are wrong. See above.
Getting desparate.

Have you tried booting into Safe Mode?
1: Restart your PC. When you get to the sign-in screen, hold the Shift key down while you select the Power icon > Restart.
2: After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
3: After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or F5 for Safe Mode with Networking.

Another couple of options from the Desktop that may work.
Right click Desktop open space, select personalize/ then the back arrow top left, this gives you access to all settings.
Then I would suggest you select Update & Security, you can then choose to restore a backup.
Or if you like choose to "Reset this PC" is an option.
You can choose to keep all your files with a fresh reinstall of Windows.
or you can navigate thru Recovery/Advanced recovery tools & do a System Restore to a point where the PC was running correctly.
Something else that might get you thru to the Settings/Control Panel is right click the desktop & select new folder, then rename the folder to SuperMode.{ED7BA470-8E54-465E-825C-99712043E01C} ;from in there you can access all the above items & more without the need for a Windows start button.

Thank you Tiny but I had already followed Whiteox's suggestion.
I was able to restore to an earlier date and, so far, everything appears to be working.
The keyboard mapping problem remains and, interestingly, I have seen it on another system where the @ and " characters are interchanged.
This should also help me with my friends problem {detailed in another post} which I will now be seeing on Friday.
I really appreciate the depth of knowledge and willingness to share information of all members.

The problem with the keyboard mapping is you have selected UK version change it US version. It happened to me but bugger me I can't remember how I fix it.

It is interesting. I have very simillar problem with my W10 except the keyboard mapping since yesterday.

I've seen that on a lot of Windows 10 machines. Checking the locality info etc etc all shows that English (Australia) is selected (which means standard US layout keyboard) yet Windows 10 insists on using the UK keyboard layout. The only reliable way I've found to stop it happening is to remove all other locality settings such as UK completely so only English Australia remains.
