Hey there,
I have a project in mind.
Being a ham radio op I would find the inclusion of a PC in my car quite advantageous.
APRS/Rig_control/Radio upgrading stuff like that, but, also it could be used to GPS tracking and navigation, in car crash cam etc etc.
The ham software is readily available for many things that would enhance mobile operation but is there a "crash cam/gps tracking/navigation program for a windows based PC mounted in a car????
Im bored and need something to do.

You may have already solved the power issues, but if not - there are some really natty little 12v ATX power supplies that handle ignition off / on and shutdown events gracefully.
I've had one of these running 24x7 in a little low powered "server" for a number of years, so I can attest to the reliability:
Will it run on Windows 10, build a Raspberry Pi with a SSD and wireless connectivity... Or you may also be able to run it on a linux machine using wine..
Registration viewer should do what your after for playback.
Many dash cams have GPS running, then watch through the above software, shows where you are on google maps, shows logged speeds, g forces, altitudes etc.....

Unsure of how you would get it to run off the cam directly in real time, in most cases people pull the sim card out and transfer the files to the pc for viewing later.
Consider using a Windows tablet PC. Cheap, plenty of options re screen sizes/ports/etc, can be powered from 12v and easily removed to update/download/etc. Can be either mounted to the dash using suitable hardware or mounted in the boot with a touchscreen monitor on the dash. Almost seems a waste to build a specific 'car pc' when there are ready-to-go options out there.

The iGO CrashCam 850 made by Uniden has a HDMI OUT (mini?) port according to the details on the box.
I know it records in AVI but you may need their player program to run the GPS location part.
I stand unequivicably behind everything I say , I just dont ever remember saying it !!
I suggest you head over to it is probably the best carPC frontend software available on the market. as for navigation Software I can strongly suggest Sygic Fleet.
