I'd say you have a dirty jet, are you able to get to it to give it a clean
Anyone know what can cause the Oven on my Gas Stove to start up like this.
Video from my phone I put on OneDrive
Does this for a few minutes till it has warmed up.

I am not sure if I can get in there to look.
The way your flame is fluctuating also gives a suggestion of lack of air, have you pulled the stove out to make sure all vents are clear?
It also could be the ignitor problem.
Pulsating Oven Flame
It can sometimes happen that the ignitor is just on the verge of allowing the correct amperage to the oven valve, but not quite. In such a case the oven valve can repeatedly cycle open and close quickly, creating a 'pulsating' or sputtering burner flame. Testing for proper amperage draw of the ignition circuit is needed to determine if a 'weak' oven ignitor may be responsible instead of an internal problem with the oven valve itself.
Observations/tests necessary to diagnose problems
Does the ignitor glow when the oven burner should be heating?
# # # If NOT glowing at all:
Does the oven ignitor have continuity?
Does the oven valve have continuity between its terminals?
Is the oven control system providing power to the oven ignition components?
# # # If the ignitor IS glowing:
What is the amperage* draw on the ignition circuit?
*There is NO voltage or resistance test that will help to diagnose the cause of the problem at this point. Only an amperage test is relevant. An ignitor with a white or beige colored rectangular base should draw 3.2 to 3.6 amps or it is defective. A round base or powder-blue colored rectangular base ignitor should draw 2.5 to 3.0 amps.
This oven is electronic start with a rapid succession of sparks, if there is an igniter in there I have not seen it from the front.
As for removing the oven we did this once so I could clean some spilled oil from the stove. So I will do it again and lay it over and look up its bum or from behind. Maybe there is an access point there.
But it never goes out when in use, it just does that pulsing for 3-5 minutes or when you quickly open the door later when checking on the food.
It could be the "fail safe' control breaking down. This is that bulb shape on the end of pipe that allows the gas to flow when the oven is lit. Has to be replaced if it is at fault.
