Default Shielding -- Leave one side open?

I have always been told when wiring 2 devices together through a shielded cable to only connect the shield on one side. For example, feeding a shielded RS232 through an environment with heavy RF noise.

Could someone explain the reasoning of this? Why would shielding both ends of a communication line result in less desirable results.
