security equipment tradesperson QLD

i have been looking at hiring a apprentice/trainee recently & done some googling/calling around & found a UEE31411 Certificate III in Security Equipment from what i have read this qualification makes you a trades person?

i dont have this qualification or any really apart from relevant security & cabling licences, i do have industry experience, manufacture specific training to offer & have been at it since 2003

questions are

1. can i take on a apprentice/trainee in Certificate III in Security Equipment with out being a trades person?
2. im guessing i can i get rpl to get the trades person qualification ? has anyone been through this ?
