So much for the future plan of increasing speed to 1 gig then, when the system can't even cope with current demand..... or worse, the idea touted that wireless will be the predominate method of service delivery in the future.

A reasonable expectation would be for network designers to have learnt from several previous 'underestimations'

Not only should they have allowed for possible congestion, they should have provided capability way beyond that, in reserve.
